Yanmar 7.4 KW Air-cooled Diesel Won't Start

Engine ran perfectly well when it was taken out of service 18 months ago.
Turns over fine with new clean fuel and filter.
When ignition is turned on, the first robust puff from the exhaust is sooty grey. All subsequent are likewise robust but white. No fuel from the fuel injection nozzle module returns to the fuel tank.
Any suggestions?

Yes, bleed it.
But white smoke does sound like it is getting fuel.
I'm an old Nanny, but have the intake open and have something handy to cover the intake with to choke it down if it runs away, something substantial like a piece of 2X 8 wood, it will eat rags and will pull blood from a body part.
I say this as I have only seen one run away and it was a Diesel that was being recommissioned, it was hard to start with lots of white smoke (fuel), and when it started ,it got exciting fast.
