You can also search the term "Spring Shackle Bolt" but nowadays you will see them on small carburetor adjustment screws as about the only place they are common. I suspect that one was put there since it was on a rotating item as a safety measure so it would be less prone to catch a shirt sleeve (lawyer stuff I suspect but don't know for certain)
Glad you got it off! If I had to make a tool I would use a cheap thick wall socket and cut 4 of the flats off, leaving only 2 parallel sides to turn the flats but as you have shown there can be several ways to get a nut off.

Belated update - I did end up making a custom socket for refitting the nut as it made it much easier to torque it correctly.
