Water Mota Sea Panther

I have a Water Mota Sea Panther diesel based on a Ford Cortina 1600cc motor. It is slow to start but runs well once going.. I checked the valve timing and it appears to be late by about 9 degrees. This is approx. the amount of one tooth of the cam sprocket.
I wonder if anyone has any experience of these motors.

In gas engines, late cam timing brings the torque curve to a lower rpm. Usually seen in pickups that do a lot of towing.
