I was able to look into this a bit more and it was water coming out of the weep hole. We mostly rebuilt the pump (replaced cover, gasket, impeller, water seal, oil seal and all screws/bolts) but the leak only got worse (awesome!). I think this is because the old water seal was really jammed in and we didn't get a great seal after we removed it. So we're just picking up a new pump and sticking that in. At least we learned a lot more about the water pump this way!

Given the external appearance of the pump and the badly worn plate, could be other internal surfaces, like the seal seat, are in bad shape too. Once the pump body has a lot of wear there is really no saving it...like you've learned then its new pump time. Good news is that under normal conditions a pump body lasts a very long time...like decades.
