That's the thing, I can' t remember. I think I thought it was low flow last year too but there was probably no steam.

We rented the boat out again and I just heard from the guys, the engine over heats. One hour at 2000 RPM and the over heat alarm sets off. Bummer, we ran it for 4 hours just this friday while motoring home in light winds without any over heating issues. Oh well, I'm off to the Volvo Penta dealer first thing tomorrow morning to get a new thermostat and a gasket for the exhaust elbow so I can lift it off and clean it. I hope that sorts it, I'd hate to have engine issues interrupt their week of sailing.

I have had my VP 2003 since 2006.
I suggest you clean the scale out of your exhaust elbo water injection passage OR replace the elbow.

Thanks! I'm pretty sute it's the exhaust elbow. I hope I can get one tomorrow and change it for the guys.
