Volvo Penta 2002 throttle issues.

Hi!

I have recently purchased a VP 2002 to replace the VP2001 that's fitted in my boat as I feel it's rather under powered (Newbridge Pioneer 26).
Before fitting it I decided it would be a good idea to run it up on a cradle at home. It fired up after a few turns and immediately revved its self silly - I had to stuff a rag over the inlet to kill it.
Took the side cover off the engine to expose the linkage to the fuel rail expecting to find the linkage broken or disconnected but instead found the fuel rail was jammed solid. Removed an injection pump to discover it's obviously been replaced but but not lined up correctly when refitted and the pin on the pump has missed the slot in the rail and subsequently bent the rail.
I have removed the rail, straightened it and refitted it along with all of the linkage behind the cover. Now operating the stop leaver moves the fuel rail all the way to rear of the engine but moving the throttle lever doesn't seem to do anything.
Is the governor holding the fuel rail towards the front of the engine until it's started or does it sound like the governor has failed? Is there an easy way to check?

Not an expert on the governor and fuel rack adjustments, but a couple of thoughts.

Unlikely pump shims, as they mainly control timing, not fuel amount.

Do a search here. There have been a number of threads on (or touching on) fuel rack issues and adjustments. As I recall, those by Doug R are quite informative. Many of these threads deal with the 2003 variants, but likely apply to the 2002.

Good news!

So, the number 2 pump was shimmed to 0.4mm and it should have been 1.1mm and where the injection pump had been fitted incorrectly (pin not lined up with the slot in the control rail) the pin in the pump had been bent up and was holding the rail away from the governor - if that makes sense.
Anyhow, it's all back together. Starts easily with the cold start engaged, revs like it should, ticks over and doesn't smoke!
