SCsailor hit the nail on the head. We had the same problem when we bought our used Leopard 46 with two D-2 55 Volvos. Diesel mechanics could not figure it out. It got so bad the temperature alarm went off. We disconnected the intake hose at the sea cock, above the saildrive, and no water came out. We than use a stiff thin, plastic hose to work out what was stopping the flow. Water came gushing out. After a year and a half, the white smoke was gone!

Ah! that looks like steam to me. Its a little windy but smoke lingers more than that so now you are talking overheating which is a different kettle of fish than smoke.
Need to check raw water pump strainer, & the thru hull is clear then pump impeller then heat exchanger probably needs cleaning.
Hard to see on your video but looks like bugger all water coming out so insufficient flow problem.

The video helps a lot. I think it is steam as it doesn't linger very long. If you are not losing antifreeze look for raw water solutions.

Here are the flow specs for the sea water pump on the D2-55:

RPM. Flow in M^3/hour

1400.... 1.9
1800.... 2.4
2200.... 2.9
2400.... 3.1
2600.... 3.4
2800.... 3.6
3000.... 3.9

Hi, an update!!

Thanks everyone for all of your input!!

I think I’ve solved it

I’ve reconditioned the salt water pump
Replaced the intake hose with the correct size
Reversed flushed the sail drive
Added another salt water inlet

The water flow is much better now ( Volvo said the original flow was fine)
It is continuously pumping water as apposed to gushing.

My thoughts are the sail drive has restricted flow, and are now thinking of taking the salt water feed from another larger skin fitting.

He found the problem in the saildrive salt water inlet.

Good that you've fixed it. Most people don't bother to retorque head after head gasket replacement but 25 hrs would be a guess. I did it on our Yanmar & squeezed it up a bit more so , for us, it was worth doing. Check valve lash if it moves.

Re-torquing the head isn't necessary if its assembled with the correct torque sequence.
