Trimming out drive problem

I disassembled all the stainless lines and took the rams off my bravo 3XL outdrives. I lost quite a bit of hydraulic fluid while doing this. When I reassembled and topped off the fluid I took the boat out and while I was under load I could not trim the outdrives. If I stopped the boat I could operate the trims. Do I have to bleed the rams on the outdrives?
