They will most assuredly open up a jet and change the mixture ratio.
Like I said, don't go crazy with them, and instead gently pass them thru the hole. Don't force it. I used them on the old motor for years, and have a couple of friends with outboard-powered cats that did as well. None of us observed anything other than clean carb and smooth running motor after using them. But if you want to be really safe, just pull a wire off of a wire brush and use that. Might require some circular motion to get the jet completely clean. And finish with a shot of carb cleaner to rinse!
