Thornycroft T90 connection to nowhere

Can you help identify where this connection should go?

I purchased a replacement T90 engine thinking installing it would be easier. What a fool I was. I have two issues. Here is the first.

From the photo you will see a ~2" / 50 mm blue painted pipe coming from behind the pulley wheel, that has a 13mm / half inch connecting metal pipe rising vertically (circled) from it. There was no tubing attached and nowhere I can see a fitting to take the other end. The heat exchanger has no inlet except for the raw water inlet.

Any idea what it is and where it should go. I attached the second photo to show arrangement of cooling system.

That pipe goes to the hot water heater if you have one. If not I would replace the hose from the water pump to the heat exchanger with one hose.
