Tacit fuel filter

The drain plug on my racor fuel filter/water separator has a red rubber seal on the end of it. (See photo below). The rubber seal has four small holes in it covered by filter screen. The filter bowl has two drain holes in the bottom that could line up with the holes in the red rubber seal. My question is how to install the seal when I put it back together. May be a dumb question, but Should the holes in the filter bottom line up with one or the other pair of holes in the rubber seal, or should they not line up, or does it not matter? If they line up, will the seal leak? The manual is silent on this issue and I tried the racer/Parker website but they don’t seem to have any sort of customer support. Thanks.

Those aren't 4 holes, simply black spots where the 2 drain holes have been sealed by it in the past.
