Stuck Throttle on Yanmar 3YM30

My port throttle is getting stiffer. Has always been as its control cables are 34' vs 15' on my Stb one (24' beam cat). But this was starting to concern me. Wear in cable?
So I disconnected the cable from the throttle lever at the engine. Cable is smooth as can be, but the throttle lever itself needs some force applied to move. I removed the nut and washer from the lever and it was still stiff. I don't know of any "lubing" maintenance for that part, is there?
This is part of a rather large item to open up. Is the #68 screw an oiling access or just a viewing one? see attached pic.

If the throttle lever is shaft mounted it might be the shaft is binding in the bushing it passes through. You might spray some penetrating lube on the shaft and work it back and forth a few dozen times then repeat the spray and do it again. Hopefully the parts inside are not the problem.

Try using Mercury quicksilver anticorrosion spray on the throttle shaft where it enters the housing. Worked perfectly when I had the same problem on a Volvo. Other penetrating sprays might work, but my mechanic swears by this stuff, and so do i now.

Tried the spray twice, can't move the shaft back and forth though, only turn it. A bit better, but not much. So I soaked up a rag and tied it around the tread (shaft). Will check tomorrow.

Had the same thing happen with the shut off valve on a 2GM20F that hadn't had serious use for several years. Gently tapped on the shaft and sprayed with penetrating while exercising the valve. Took a few times but eventually freed it up. Emphasize gently tapping on valve shaft. You don't want to bugger the thing up.
