I'm reassembling my transmission, and one thing I noticed is that on the bolts that did not have lock-washers there is a little bit of RTV on each bolt. Is this SOP? I have blue Loctite available, which seems like the better solution, but I'm wondering if the RTV was used for any particular reason (besides perhaps the previous assembler not having Loctite on hand)

Are these tapped penetrations?
Coating the bolt threads with RTV is the norm for through the block /casing penetrations that open into a internal coolant or oilgalley.
Loctite on a deep thread can be very difficult to disassemble.
