Perkins Sabre m90 Header Tank

Long time lurker, first time poster/owner

Ive owned my sailboat for about 9 months now. The header tank in my engine has started to have a bit of buildup just inside the cap. Iím not sure how much i need to be worried. Does anyone know why this is happening? Would changing the coolant suffice?
