Perkins Diesel 4.108 Wont Rev

Recently posted Diesel with no power thread. Today, I was on the boat and was trying to get more revolutions from the engine. I was only able to get to max out at 2K RPMs. I manually moved the throttle and still nothing past 2K RPMs. Does anyone have any ideas on what I could look at to solve this problem.
Currently, under power, I max out at 2knots at 1500 to 2000 RPMs.
Please help. I am extremely frustrated.

Why are you starting another thread on the same thing?

How high does it rev out of gear?

Is it smoke or steam?

Are you putting a fuel sheen on the water?
