That's your oil cooler.

Ok, to be more correct, that is a tube in tube heat exchanger. Usually, it is used to cool oil- either transmission or engine oil.

You'll note that your cooling system liquids run through one set of hoses entering and leaving the unit, and if it is plumbed in (they aren't always used) then oil lines from either the engine it transmission will be plumbed to the other set of ports.

Wonderful we finally worked it out when we were looking at the radiator. Definitely had a lot of scale build-up which might be causing our overheating issues. Do you have to clean an oil cooler the same way?

When you clean your heat exchangers, you don't need bright metal, just clean and free of marine growth. Cleaners that leave bright metal are actually removing some of the tubing, soldier, etc. each time used and shortening the life. I use Rydlime. It's biodegradable and in most places can be poured over the side when finished. It can be bought on Ebay and Amazon.
I would clean the fresh water side, too.
