Perkins 4.108 Fuel Routing

So I had a salt leak under the heat exchanger and it rusted thru the metal fuel lines. "When removing lines I tried to be careful to keep lines in order but something is amiss. The attachment shows What I hooked up (believing I was assembling like f took apart). Whats messing with me is the number 1 port on the filter assembly just drips fuel when under electric pump pressure the number 1 port blasts full pump volume. I just replaced the filter thinking it may have been plugged. I have the hydraulically governed injection pump. Thus my confusion. So the out arrow port on the filter housing doesnt flow out and the port with the in arrow fuel flows freely out.

Can somebody tell me whats wrong with the attached diagram? What am I missing?

I added some labels for clarity. The blue arrows are cast into the filter housing. the black arrows are what i believed flow route directions to be.

I should read a little closer before hitting that post button. The number 2 port flows freely from electric pump. Contrary to what the arrows indicate.
