None of the little Indenor Peugeot/ Lehman peugeot’s that I’ve seen have the filter shown in the OP’s photo but the 6 cylinder version does.

Most marine engines have to be drained throught the dipstick hole.
On mine I run it until the oil is warm - about 20', tuen off and allow another 10' for the oil to return to the sump, then suck out all the oil.
Originally done with an oversize brass syringe, but I now use a Pela evacuator which sucks out the contents under vaccuum.
Only then should you attempt to unscrew the oil-filter cartridge - there are many different types, some you unscrew the whole cylinder and replace that, on some the internal cartridge is removable - mine is the latter and a Peugeot 205 filter cartridge fits - the official replacemnt is x3 that price.
My engine is a 3YM30 - on the original 2YM there was no disposable internal cartridge, and you had to clean the filter in petrol (or TVO).

Is it connected to the fuel system or oil lines
Open it up and have a look and see what element is in it a filter supply shop should be able to match it
Years ago a company made filters like that which used a toilet roll as a filter

Should I toss this housing and replace it with a filter like what everyone else has?

Is this even the oil filter? (There's definitely a diesel filter elsewhere in the system so I'd be surprised if this is a diesel filter.)

The fuel filter is a C A V 7111 296 The oil filter cartridge is inside the steel case visible ,put two plastic bags of reasonable size under and around the steel case,slowly unwind the center bolt let the oil run into the plastic bags ,do not snag the bags on removal .⛵️⚓️

This is an oil filter... a cartridge type. Detroit Diesel used these on their 4-71 6-71 and 6-53. Common filter...
