Question Max RPM limiter on honda 6hp ? (BF6B)

Hey,

We have 6hp honda outboard on our 21 footer - however, when in gear it "looks like" we cannot open throttle full open - there's a mechanical limiter in place?

Our boat is 21 foot, displacing ~1 ton, and we are struggling to achieve more than 4.1 knots in dead calm water. I would expect to achieve hull speed..

1. Is it actually RPM limiter?
2. What kind of screw is it and is it possible to adjust it ?
3. Would changing the propeller with a higher pitch angle help as well?
