Fuel water separator

Will a fuel water separator remove water that might be in ethanol fuel?

If my understanding is correct, a fuel-water separator will only act against free water in fuel. Ethanol will absorb water into solution allowing it to pas thru the filter. Some amount water in fuel issues are resolved by ethanol but ethanol presents it's own issues with fuel system seals.
