The folding over lock washers do work fine but they need to be replaced every time they are removed. (you might make your own) Also the prop nut(s) can be glued on, (3M5200 or NP1) when installing underwater taking care to clean surfaces b4 install. Proper install requires a heavy load underway to seat the prop onto the shaft. Often we find the prop nuts need to be retightened. We have used the same method (reverse) to remove props at the dock.

I did come up with an idea. Don't fix what ain't broke. These systems work great just the way they are. They don't need any genius modifications like adhesive or welding.

Look people, quit trying to fix what ain't broken. I guarantee the engineers and designers who created these systems know more about how they should work than you do, and trying modify them is just asking for trouble. They work just fine the way they were designed.
Maybe Neverseeze (sp?) would be more appropriate. The original locking washer should have been adequate. Poor installation was probably the problem or an attempt to reuse a washer, those ears would take reworking.

I agree with fstbttms. It’s designed that way. Keep it that way. If you still want a cotter pin shaft call general propeller in Florida and have them make the shaft for you. Probably cheaper than all those other ideas. My .02

After we lost a prop we use stainless steel locking wire to positively lock the bolt in place.

I had a martec folding prop. The prop shaft had to be cut short for the nut to run up snug to clear for the blades to go on. Was great for long time then suddenly it came off. So I decided to go with regular 3 blade prop, shaft needed drilled. I did haul out, just bought new shaft. It’s 16 yrs old anyway. New pss drip less seal, cutlass bearing. All new. Just better that way IMO.

You know why Martecs fall off? Because somebody didn’t use Monel cotter pins when they installed it, that’s why.

Drill a hole under water? Nonsense idea.
Just torque the nut and use the lock washer.
