Diesel Weeping Oil from Cut-Off Shaft

Anyone have an idea why my Perkins M30 Parama ( Also same as Volvo 2030) is blowing oil out of the shaft hole of the shut off linkage?
It was leaking from the base of the dipstick tube and I replaced the o ring so it quit, but now it weeps steadily from the base of the shaft of the shut off linkage.

Just repaired my Perkins with this issue, had to replace o rings on the shaft.
The so called experts have been indicating the switch to low sulphur diesel is causing these issues.

polished bores causing blowby,1500 hours usage?

Thanks for the quick reply,
I'm confused though. The low sulfer is in the fuel right? I didn't even know oil flowed in the housing the shut off shaft goes. By the way, I had a Westsail for many years in Hawaii #375 I think 1975 model. What a great boat! Rode out some serious Pacific storms no problem.

More than 1,500 on this engine. Do you think it is "blow by"?.

Does the shaft go through the govenor body on the fuel injection pump like on the 4.108

Looks similar but hard to see. Did you have to remove the case to replace seals on the inside? I tried putting an o ring at the base of the shaft but couoldn't tighten the top nut enough or the shaft wouldn't turn freely.
