A decade back, a firm "Sea Affairs" based in Kamakura, was manufacturing a novel fulcrum device for a ro (or yaolu - the Chinese word misheard as yuloh) called an 'Outboard Scull".

I have been using a sculling oar I built for my 36’ 18,000 lb Cutter for four years. While it has limitations it works quite well as long as you don’t exceed its capabilities—but that’s true for any piece of equipment you have as well as your skills.

Actually, I'm sure I could. I've sculled my boat using my barn door rudder in the same conditions he says he now uses his oar: "little to no adverse current and wind under say 6 kts." I've done this to manoeuvre around a marina, and some anchorages. It's pleasantly surprising how easy it is to get my heavy boat moving, and even to get some speed on. But this only works when there are no counter-forces on the boat.

In a previous marina in Newfoundland I saw a boat rigged for a sculling oar. Sadly, I never saw it in action, but by accounts from others, the fellow did use it. The boat was considerably smaller than mine though (~30ish feet), and sadly, ended up on the beach during a nasty Newfoundland blow. I don't know if the lack of engine contributed to this.
