Try sanding carrier flight deck coating

Couldn't understand why it was so difficult but talking to previous owner solved the problem (but not the sanding problem)

Check out Gougeon Bros "Hardware Bonding'
Example
  1. Drill oversize holes for the fasteners
  2. Wet out the hole with epoxy
  3. After partial cure, fill hole with thickened epoxy I use 404+406.
  4. Push the fastener into the thickened epoxy until set
  5. Hold soldering iron on top of fastener until you can remove.
  6. Sand down the surface and attach the hardware using the fitting
  7. Add a little extra thickened epoxy into the holes

This extra work gives a number of benefits
  • Wood is not penetrated by the fasteners
  • Threads of fasteners now have machine tolerance fit
  • Depending on oversize of hole, holding strength is significantly increased
  • Even very minor oversize can double holding

I would also suggest leather or rubber pads that go round the corners of the beam..
