Change the oil too, if the engine flooded gas will wash past the rings diluting the oil.
I had that happen with a car when it quit running there were a few gallons of gas mixed with the oil in the crankcase.
This was caused by an iced carburator, the ice acted as a choke.

This why I prefer EFI rather than carbs on pretty much any engine, bike, car, outboard etc... Less to go wrong, and less likely to go wrong than mechanical parts.

For a cat with small outboards like the 9.9 wouldn't the best spare part be another outboard of the same type for the dinghy, so that they can share spares. The Yamaha 9.9 four stroke is actually reasonable in weight compared to other 8-15hp four strokes on the market.

I see people running Honda 15hp outboards on their dinghies.

EDIT: Sorry, I realise re-reading the OP that my post isn't particularly helpful.

I have a spare head and complete set of electronics from the donor motor. Have a single T8 on starboard and a long shaft 6hp dinghy motor for spare/port Panama Canal motor.

Motor is a 2003, also have a spare starter. Had to replace the excitor coil in Panama. Glad I had the electronics. Would probably still be in Panama waiting for parts.
