That's not a sugar scoop problem. That picture is of one of the aft hatches for one the aft cabins. I had similar leaks on mine. Pulled them all, one by one and resealed them. Today's sealants are much stronger and flexible than what was available in the '90's when the boat was built. If you are just finding this, better look at the sealant and gaskets on the escape hatches also, because hull racking can lead to unexpected water intrusion on rough passages.

We plan on doing most if not all of our hatches soon because multiple leak. Thanks for the response.

I don't think the USA has a polyester product called flowcoat, which is pre-colored gelcoat putty with wax added. You can use plain white gelcoat without additives but will need to seal it from the air to get a non tacky finish. If you use an epoxy filler it will be plenty strong enough but will lose color.
