Advice above to go crawling around on "apparently abandoned" boats - looking for #'s - is bad. If you can see HIN engraved on one of the transoms from your
kayak that's another story, and a perhaps a starting point for contacting the sheriff, coast guard, or fisheries & wildlife etc.
As you can see by the other replies, there is no easy/straightforward answer. If boat is documented- you say you have vessel name, then coast guard- public info. If it's truly abandoned, reach out to fisheries & wildlife (who run the derelict vessel program in FL I believe) and THEY will contact the owner as part of initiating the derelict/cleanup process, then sit on the shore, watch & wait.. maybe someone will show up eventually. Alternatively, talk to the county sheriff and pay their
research fee to initiate a complex
legal process after becoming familiar w/ FL's
lost / abandoned property laws. Better idea is to try leaving a note on the boat, or see if you can find out more of the story from other people around the anchorage. I highly doubt any public agency will give out owner contact info.
