These are all really good points and many thanks for the replies. He says he's selling because he is buying a larger live aboard. (I no longer ask why owners are selling. If an owner is selling because of ongoing problems with a boat I don't expect them to be upfront about the problems when trying to sell.) $17K is too much and as others have pointed out the strut may just be the most obvious big ticket item to repair. The deck also have several areas covered with EVA foam which makes me wonder what is the condition of the deck below that and can it be assessed? I'm thinking I'll not make an offer at this point and see if it sells. Get an estimate on a strut repair and in a month if it's still up for sale make a low offer if i don't find something else. Or wait till end of season and see if any COVID boats come back on the market.

Apparently said he wanted to move up to a bigger boat but I'm thinking the PO finally realized it was more work than he wanted to tackle and is hoping to off it without too much loss. For the OP's first boat, this one smells like a heart breaker to me.

I wouldn't touch a 45 year old boat with those issues and the unknown's.... a $15 to $17k boat will end up costing you >$25k even before you get it in the water and start to find the secondary issues.
If you are serious about the boat, have a respectable marine repair shop look at it and give you an estimate. I think that will make your decision for you.

Just to clarify, the survey said "Increased moisture which should be monitored" not soft decks. But yeah, there are too many issues with this boat.

You are lucky to have this information prior to making an offer, since these repairs are often not discovered until after a haul-out and survey at which point you have the option to request a "repair allowance". Have you had a chance to obtain boatyard or qualified contractor to make these repairs and if so what were they? Once you have that cost you can make an informed decision on what price to offer, if you still want it, prior to signing a purchase agreement and spending money on a haul-out and survey, which discover additional costly repairs.
