Check the suction raw water line from seacock to RW pump in for air leaks or collapsing hose.
Check exhaust hose for collapse/deteriated liner.

You haven’t mentioned if there is plenty of water in the exhaust, or if there is any steam or smoke...

Have you hunted through all the cooling water hoses and pipes, it is easy to get scale buildup.

Have you flushed the salt water side of the system?

Have you flushed the freshwater side?

Have you changed or checked the thermostat?

You have to remove the exhaust elbow to check it, it doesn’t block up in the central passage, it blocks in the cooling channels surrounding the central tube.

I had a similar problem in a RWC 2003, turned out to be the wrong temperature thermostat.

I have great flow with exhaust. Very little smoke ( none in start up or idle ) and no steam
I’ve temoved exhaust elbow its clear and only 2 years ily. Mabe ran for 50 hours since change
I’m now this afternoon going to flush fresh water side
Once I’ve done this I’ll refit the thermostat
