Volvo 2002B Fresh Water Cooling

I can't get the full four quarts in the darned thing. Is there a trick to this? I seem to have an air lock or something. Should I fill from the thermostat opening? Are the cooling water jackets (pipes) blocked?

Whew, dodged the bullit. The return hose fitting from the thermostat housing to the resevoir was blocked. This created an air lock that prevented adequate drainage and filling. I also opened the heat exchanger and drained that baby.
