A Kadey Krogen 38 would be a nice gunkholer. Be careful though because they come in fixed
keel versions of 5' draft along with the 3'3"/6'8" tadem
centerboard design that
AnsleyS mentions. They have unique features like an athwartship pilot berth aft and flush
deck. Jim Krogen designed her for himself and owned one.
Around South
Florida and the
Bahamas, we usually put shoal draft at less than 6'. With less than 5' draft, you can go pretty much anywhere, so I am not sure if you need to limit yourself to 3' draft. I would expect you will take too much a hit in performance for a 36' cutter with such little draft. More commonly, you are looking at something like the 4'6" draft of a Caliber 35. You could go real small like a 24' Sea Forth with a draft of 2'6".
It is hard to recommend designs without more specifics about what you are looking for.
