Rusty Keel, What's the Deal?

Looking at a 85 Hunter 31. Keel is iron apparently. It's quite rusty in spots and seems to be almost penetrating the keel/hull connection and that is worrisome to me. I would imagine this would only get worse and worse over time. Is this worse than typical (see pics below). Or would this be fine to buy assuming yearly scrape and paint? Is this common on boats or somewhat unique?

Iron keels rust unless you maintain them perfectly. Certainly not uncommon to see rust on iron keels.

This happens to some degree to almost every boat with an externally-ballasted iron keel.
