Skip Novak's Pelagic boats are tough and fast steel boats but they are custom built.

He has a youtube video going thru his boats and showing the minimalist features.

If you're an EU resident, than any pleasure vessel you use in EU waters must be EU VAT paid and customs duty paid. Even if it's flagged in Timbuktu.
Not if you create a business outside the EU which then owns the boat.

There is another option - Dutch built 64-feeter - hull #1 built in 2009 - intended for ice conditions - can be built as #2.

Although the Owner decided to step away from boards can be seen in the picture below this did not turn the boat over to "motorsailer".

Design has added stability using spare diesel tanks for a "diesel ballast" (instead of water ballast can be easier frozen) pumpable from sode to side if required.

Garcia’s are custom built so if buying new you can have any interior that fits the hull

With the cost saving and advantages of going for a proven "production" design couldn't you but a nice aluminium yacht and just rip out the interior wood work then re-fit to your own design?
With aluminium boats the interior is not structural as with most fiberglass vessels.
As you say KM Yachts do some very high latitude hull designs and Boreal are also very nice solid boats.

High Latitude Boats?

There are good few, however not that size. 60-65 ft. are only few and sure right now Tranquilo that made Northwest Passage twice in 2012/2013 and 2017. It wintered in 2012 off Pim Is. in Nares Str. If you are looking High Latitude then forget any FRP or sandwich construction. Also rather stay away from Alubat-Ovni-345 which actually sank in Bellot Str. being squeezed by ice. It sank very fast.

Hi. Sounds like a great adventure. I am a broker for a Birdsall Blakewell-White designed global cruiser, steel, 70 ft overall and a stunningly built yacht with full build history and an 11 year circumnavigation recently completed before undergoing a full refresh. She is lying in New Zealand which is the doorstep to the South Pacific or southern latitudes.

Silver Fern is a well presented, easy to sail, steel cruising yacht. Her raised saloon offers light and views; the American Cherry and Maple timberwork add detail. With three double staterooms, two bathrooms, plus open galley, and walk-in engine room Silver Fern delivers space and comfort. In addition there is ample storage space inside plus a large lazarette in the stern. Best part is NZ$630 000 or US$425000

The centre cockpit has solid bimini, side curtains, table and seating with cushions plus indoor/outdoor access. The easily adjusted swim platform enhances access to the water.

The Beau Birdsall designed hull was launched in 1981 then stripped bare in 2001. Brett Bakewell-White designed a new layout plus upper structure and Silver Fern was relaunched in 2004. In 2005 she began an 11-year world odyssey. In 2016 she returned to New Zealand undergoing a major refit.

Silver Fern is offered for sale as the owners have begun a new, land-based adventure.

Anyway, no pilothouse, none of the other required features other than metal hull. And it's the same size as my present boat, with similar specs (and a silly claim of 225 mile days). I think if I had to choose, even leaving the price aside, I would keep my Moody.
