Re keel/keel bolts

Complete sailing novice here, with what is probably a novice question.....
I've just bought my first boat, a 24 ft 1978 monohull. It's a project so far. Anyhow... the keel bolts have been changed, but the area where the keel joins to the GRP is undisturbed, so no new sealant was used, and the area of the keel connection has been faired in with GRP. Everyone tells me this SHOULD be a flexible connection, yet mine is faired in with no signs of cracking or damage. Help.
