Ports Leaking

I am a new to boat ownership and have one leaky fixed port. There are layers of caulking, which had been applied very sloppily more than once, clearly not working. It seems there are varying opinions as to best methods and products for this repair, it seems to me that a lot more than caulk is needed. Best practices for this?

Remove everything (all old sealant, and the port) and re-seal from scratch.
