Outboard Rudder - Tiller Lashed in Center or on Stern Pulpit?

My recently purchased sailboat has an outboard rudder.
The prior owner always lashed the tiller to the stern pulpit.
He kept the boat at marinas but I am on the move and anchoring always.
I have been following his procedure but have been wondering whether I should be doing so while anchoring due to the strong currents pushing against my sideways rudder.
It is nice having the tiller out of the way though.
Also, the boat swings alot while at anchor, I have been assuming the swinging was a characteristic of the Paceship 26.

We have a rake thing and in anchorages always put the tiller midships, when the tiller makes too much noise (the rake is not perfect fit) we just tie the tiller in the same position.

In marinas we tie the tiller off to any point that keeps it off our tracks.
