I’m sure the same requirements stand for the COI. It’s probably a good idea to start contacting the CG officer now before you get in too deep.
They will tell you if the boat needs new
safety gear or a complete tear down because it doesn’t meet regs.
It may not be economically feasible to convert it for charter in the
USA. That’s the place to start so you don’t make an expensive mistake. The MARAD waiver is the least of the issues actually.
