Thank you everybody,
finally figured out jammed halyard and fixed it!!
There is another jib halyard which is moving freely but wrapped around over main jib halyard and locked it above head swivel. Could unwrap them and cleared. I usually keep unused halyards tie them close to pulpit, do not know when it tangled with other. I tried to hire a rigger but none of them were available whole this week but I could do it, yay!!

Topping lifts, spinnaker halyards etc can do that too. Naughty things!!

Well done for fixing it without the $$$$$$$$$$$$

Did you go up the mast or could you sort it out from the deck?
