Health Insurance and Residence

Next summer my husband and I are going to sail for ... years. We're now looking into health insurance but they want to know in which country you are a resident. At the moment we are a resident in the UAE but when we leave that will be canceled and we'll be living on our boat where ever this is. We'll use our daughters address in Holland for our mail but we won't be a resident in Holland. Do we have to be a resident somewhere to get an health insurance? If you can give us hints on the what,where and how please do.

I would assume that if you have a Dutch passport, than that is to be considered your country of residence.
