I read that with some interest. Although I think there's a thread in the liveaboard section alluding to new regulations in Florida that address the problem. I am a Krugman/Stiglitz follower and I'm frankly scared of shape this country is in, it is expected that the boating/sailing section of the economy must be taking a MAJOR hit. Kind of a thin article for the NYTimes, probably due to print newspapers going down the tubes.
