Depends what you mean.
Most provinces and U.S. states routinely issue annual oversize permits. The
Ontario ones are expensive, CAN$488 per year. (
Oversize/overweight Vehicles manual).
Many if not most boats, when trailered, are somewhat wider than the beam listed in their specifications. For example, the
trailer for my
Hunter H26, which is specified to be 8'6" abeam, has 2" diameter guide posts to either side through which the boat must pass when launched or landed, for an overall width just shy of 9'.
Enforcement is variable. I am just south of the
Ontario border and will let you speculate as to whether I pay for the $80 oversize
permit offered in the jurisdiction where I keep my boat.
The greater problem in your case is one of
draft. Except for the
Great Lakes, most boat ramps are too shallow.
