Can't Find HIN on 1979 Jouet 18
Like the title says, Im attempting in vain to find the HIN for a 1979 Jouet 18 I just bought. Bought off a local for cash. They had "lost" the title but seemed confident it was easily replaceble. According to the registration stickers it was last registered in CA in 2013 but when I called AAA to check the number they couldnt find any info and think it may just be too far back and the reg # cant be found anymore. So the HIN # is what I need so I can get a duplicate title and proof of sale going from the previous owner.
There is a manifacturers plate, but I cant find a HIN # anywhere. The boat was made in France in 1979 so not sure what regulatioms were in place at that point. Any help or suggestions would be appreciated!

I believe the HIN # is a US thing and so this vessel never would of had one. everywhere else the serial # would be used.

Yes our 1985 Canadian built boat had no HIN anywhere. Ownership proof was not a problem for us since it was a. Documented vessel. I wish you the best, perhaps a lawyer is your next stop. Probably there is no VIN to find.

Take the photos to the clerks office and press forward. Yours won’t be the first old boat, pre-HIN they have handled. Take also a photo of the bow with registration numbers. Take any record of the sale so there is no argument about transfer or amount.
Go to a different office and look for the oldest person there to help.

Your boat may be too old. HIN is now pretty much international. My South African built boat, a 2011 model has a HIN. My California boat, built in 1969, does not. Its USCG doc has the number "5" in the IMO box where the HIN would normally be.

Most states will simply register you as a “homebuilt” boat in that size range.
MI for example would allow you to sign a declaration and you you call it anything you want!

I don't believe HIN numbers were introduced on European boats till the early 90s. My boat, a British built Parker 27 built in 1990 does not have one either, it has a builders plate with the build sequence number on it, attached to the bulkhead below the mast.

HINs are not always where they are supposed to be. My US-built Sea Pearl 28 has its HIN engraved on the aft side of the water tank in the starboard lazarette instead of on the stern where its legally supposed to be. Try looking inside the boat.

My vessel is registered on the British Small Ships register (SSR) if that is what you mean by registering. You simply fill out the registration document online. It lasts for 5 years and they send you a reminder when it is due for renewal. It is not a requirement to put vessels on the Lloyds register unless they are over a particular size (I think it's tonnage but I'm not sure, but it's a pretty high value so not going to affect my 2.4 tonnes or 10-tonne vessel.

As an extra piece of information, the HIN, if it has one, will be high up on the starboard quarter, usually right under the gunwale, either on the transom itself or adjacent to the transom on the starboard side and it will be moulded into the hull if it is GRP.

Apparently not so. Our 1984 Camper & Nicholson 58 ketch has a HIN pressed into the fiberglass at the starboard transom just below the cap rail. It also has a Lloyd’s registry of shipping tag in the cabin by the companionway next to the builder’s brag tag. We are 28 GRT. Boat weighs 40 tons. Our hull would have been begun in 1983.

Perhaps I should have said compulsory till the early 90s, and I think UK was ahead of the rest of Europe in adopting HINs. The point is, it's not the end of the world if your boat doesn't have one. Wooden boats certainly didn't, and there are still plenty of those still sailing. I think it was required on larger vessels first and then later encompassed smaller vessels. I also have a Tradewind 33 (British designed and built) and built in 1980 and that doesn't have a HIN either.
I wouldn't lose any sleep over not having one.
