Cal 34 in Cape Charles, VA needs a visit

Is there anyone with some time and in the area of Cape Charles, VA?
Just north of Norfolk, VA

There is a 'free' Cal 34 available.
I am 99% sure I can do the work, etc... but it would be nice to have someone closer to give it a look.

I've been looking for this kind of project for a while, and want to jump on it asap.

It's in the water, so no serious leaks.
I don't know about the interior, but I could try to arrange to get inside.
If not, at least check the hull for any visible problems.

The current COVID restrictions are making travel very difficult.
As far as I am concerned, it's 'essential' travel, but the authorities may disagree ;-)

PM me for details, but the sooner I can get someone to view it, the sooner I can plan for the inevitable work...

Just to clarify...

I want to 'buy' this boat, repair it and sail it.

I made the owner a commitment to take it and pay the current docking fees at the marina, but she seems to be reluctant to say yes...

In one of her emails, she mentioned getting proper title to the boat, then making it 'first come, first served'.

I am in Canada, and travel to the USA is currently complicated. First come is going to be impossible.

I wanted to find a local CF member in the Norfolk area to go to the marina and give the boat a look-over. It's currently floating in a slip but probably locked.

I have already indicated to the owner that I was ready to take it, but it would be nice if someone local could give it a quick look... In case there was some massive damage visible onsite but not in the single picture that was posted online.

I even spoke to the marina and had a brief conversation.

I don't understand her reluctance to dispose of the boat with a firm commitment... but it's not mine to give away...

I will give the owner until 6 PM EST today, then withdraw my offer...

My last communication from the owner:

"Once I get the title fixed getting the boat is easy. First come first serve. You may take a look at the boat. It is at the cape Charles marina slip 36"

I give up.
I offered to pay part of the past mooring fees.
I cannot "first come" since I am in Canada.
Maybe someone else on CF will be interested before it goes...
