Yes, anyone can start a thread if you're willing to maintain it.

Personally I think 30K is a great maximum, and sometimes boats costing thousands but appearing to be "hurry up" great values get posted to the "Nearly Free" version.

In any case, nothing but thanks to all those who work hard to contribute to the community.
