I think it's just laziness. It takes almost no time to spray if you don't bother masking. I guess to a novice eye, shiny paint can give an initial impression of good condition. To me, it's just so obviously intended to cover ugly stuff up that I tend to assume a really decrepit engine when I see paint with overspray.

The first time I tried to sell our last sailboat I cleaned up the boat but did not touch the motor which had some surface rust in a few places & looked it's age. Several people looked at the boat but no offers. Then I painted the engine so that it looked like new. I sold the boat in 2 weeks & had several offers. Say what you will but there is a psychological effect that is undeniable. When a boat looks good, smells good & the motor looks well maintained the typical buyer will assume that the boat and motor are well maintained.
Conversely, a boat that needs cleaning, smells bad & has a rusty motor will have a hard time selling no matter how well it's maintained.

Here is an interesting opportunity at 1 grand. The S&S Northstar 500 was an early IOR 1/4 tonner which means it is probably pretty solid as the rule encouraged strong boats. As boats of her time, go, she wasn't a dog, either. Mass Bay PHRF rates then at 228. In terms of design evolution, Ron Holland's 1/4 tonner, Eighteen, was a screamer and made all the older designs obsolete overnight. This is one of the obsoleted designs.
That said, the design features a skeg-hung rudder and strong keel-hull joint both of which are popular with small boat voyagers. I am over boated...

I think the $1000 must have been a mistake on the seller's part. I saw it at 1K also, but it's $5K now.
