Best place for a value for money blue water boat
If you'd to choose a place in the world to get best value for money on a blue water sailboat AND have reasonable access to a trusted surveyor, maintenance facilities and economic spares and supplies, where would you choose?

THAILAND
SOMEWHERE ELSE?

I would buy in a place close enough to my location so that getting there to chose, hoist and test the boat does not become any challenge.
One may have to go to see many boats before the best one is chosen. Hence I would not go anywhere too far away. Unless you want a superyacht, in which a case I would search globally.
In broad terms, I would by in America if I were in America, in Europe, if I were where I am.
I would start my search with places that have huge choice. Cal, Florida, East Coast, UK, France, Med, Scandinavia.
I would also start at points where the specific kind of boat you are after is most common, e.g. HR in Sweden, Crealock in the US, Amel in France or the West Indies, Oyster in the UK.
Make up your mind on what boat you want. Find the sound samples, go for it. Simple.

I live in Bahrain at present and there's no realistic market in Middle East so one way or another I need to find somewhere which I can buying low but still have good facilities and good weather to work on the improvements needed for long passage travel.

Rio Dulce, Guatemala will have the least expensive boats, cuz it takes at least 2 days to get there and people are afraid of the third world.

Echoing this idea, you want to look for places people have given up. At the end of popular cruising routes. Deep in the Caribbean, the Pacific heading toward Australia, etc.
Lots of proven boats but people who don’t want to go on.

Need to be a bit of an exploiter by looking at broken dreams - and most of these boats are fully equipped and ready to go.
Trinidad is one of these places, just need some patience.

La Paz (Baja California Sur) isn’t a bad place to find boats of broken dreams. Boatyards are available, but parts can be a bit pricey.

If I were in the Middle East, I'd probably be looking at Greece and Croatia. Tons of boats, all the time.

Perhaps Italy
The Best boats are always in Northern Europe ...Netherlands , Baltic Sea
US boats are overpriced and poorly maintained
Careful with Mediterranean boats ... the sun and salt age them very fast
Because dockage is cheap boats go to Greece to die .. be alert

For offshore ocean sailing, should I go for a steel hull and long keel for a safe option, or are these boats outdated, unfashionable and slow upwind?

Steel is only desirable for large , custom built yachts
Stick with a high quality fiberglass boat
The price range for a high class Fiberglass boats might be 150 to 250 thousand euro
X-yachts, Finngulf , halberg rassy , Bowman , Arcona , Contest ......

Based on your location I would look at Greece and Turkey. Especially Turkey has a very competent and broad and cheap work force for marine jobs.

Bahrain? Lucky U. Must be very beautiful a place.
I would buy in the Med then. One can sail the boat home visiting some most awesome locations!
France has an outstanding choice of boats both new and second hand. Also fantastic facilities, brokerages, safe and efficient banking system, insurance companies, sail lofts, etc. Have you seen their most recent Amel builds perhaps? Very lovely boats and well designed for hot climates.
My second choice would be Italy. Then of course the other countries all have thousands of marinas and ports, so if you are into a pre-owned boat, these are all good places.
