I think the regs changed after 2003 regarding homebuilds but I can't say for sure.
Homebuilds, are exempt from requiring CE plate etc, but they may not be onsold within 5y of their first matriculation. At the end of the day, homebuilds are such a small part of the fleet, that it's likely of little consequence in the grand scale of things.
