I think it will be interesting to talk about that at the port of Sihanoukville in all decision-making positions are specialists who have studied in Russia. Chief port, captains of tugs, pilot service (18 people). I even met a friend with whom I studied at the Marine Accademy in Murmansk!
Together with the chief pilot, I was at sea on the barge "Krusenstern"
** In addition, management of the naval base (2 admiral), Commander and Minister Admiral studied in Russia and the USSR. Very nice people. Love vodka and Russian songs.
We will open for international yachting Cambodia without a doubt.

How much would your slips be per foot/meter, per month? What id the visa system like? How long can a person stay?

As long as the price list is ready. Approximate price of two dollars / ft.
The price includes water, electricity, wi-fi internet.
Again, the first year I will be very loyal to meet the boat, and now I think about bonuses. Who comes first, that and get slippers.
Also now started work on a web-site marina. But the guy is very lazy and slow. Others do not.
About visa system :
Visa for each country has its own peculiarities.
But the usual tourist visa on arrival is $ 20 for 30 days. Business visa costs $ 25 / month, this visa may be extended for a period of 3,6,12 months. without departure from Cambodia.
Tour visa can be extended for one month. (if I'm not mistaken?)
* Visa delay $ 5 per day fine.
I do not know an easier visa regime. I recently received a one-year business visa for 290 dollars. Just send passport through a bus company in Phnom Penh and 2 days later got a passport and visa back. But it is for Russia, we have an agreement with Cambodia. For example, Ukraine has no such agreement.
I think you can easily learn about the visa for yourself through your Ministry of Foreign Affairs or your embassy in Cambodia.

VOA by boat would be an issue I would think

Then again, there is the Phu Quoc (Vietnam) to Sihanoukville ferry, so there must be a checkpoint there, so maybe you can front up there for VOA?

VOA : This important issue. In the port of Sihanoukville is the border crossing point. We want to organize the completion of all the formalities on arrival of boats in our marina. Translating from Russian yachting forum about entering the schooner in Sihanoukville. This friend of mine sailed on it in transit from Japan to Fiji. But remained in Cambodia, says it's better here.
