Stick with leaving Neah bay no later than August. Most people hangout at Neah, waiting for a high. As others point out, download the Grib charts off of a satellite phone and avoid the low pressure zones. Don't worry about sailing a few days in a different direction to pick up a good high with favorable winds and blue skies. Once south of 38 degrees (i.e. the Bay Area) you have the option of finding anchorages all each within a good day's sail of the other. I'm taking off in August 2020 from Neah to San Diego with a Jordan Drogue and an Iridium and plan to be at least a hundred miles offshore, most of the way.

I can't speak for Puget Sound to California leg but we have done the remainder of the trip this past year.

We have started in May and have done it in multiple legs south. Weather was good all along. Here are my recommended stops:
  • Drake's Bay for its history if nothing else.
  • San Francisco Bay. You can anchor in Richardson Bay, Clipper Cove and Eastern side of Angel Island for free. A bunch of marinas if you are willing to pay.
  • Santa Cruz and/or Monterey.
  • Morro Bay, good seafood and a nice town though foggy.
  • Santa Cruz Island has very nice anchorages, worth spending a couple of days.
  • Two Harbors on Catalina Island for free anchoring or Avalon for expensive mooring (but very pretty).
  • San Diego, Ensenada, etc.
