Even "Eclipse" was built in Germany. Nice story Eclipse (yacht) - Wikipedia, the free encyclopedia

Pardon me asking, does it mean "drove a tank in West Germany" or "CIA resident in Norilsk"?
I was there, playing the same game, and seeing things happen (on a bit smaller scale).
Anyone flying above radar needed connections to some sort of muscle, but they were easy to make. A million people ranging from retired security/army officers to professional sportsmen, and from hardcore criminals to street hooligans were looking for arrangements like that. Handling this relationship so that your physical security doesn't suddenly become your owner, that was not as easy.

Abramovich's 115m yacht, Luna, which is the largest expedition yacht in the world, is anchored less than a kilometer away from S/Y Bash, at the moment.
Lots of huge boats coming in for the Americas Cup.
Motor Yacht Luna 115m Delivered to Roman Abramovich

She's a bad ass boat.
I like mega-yachts and don't begrudge the owners for building them. Since the beginning of sea-faring rich / powerful people have built extraordinary ships. Given the wealth of some of these people its amazing we haven't seen a personal yacht the size of Oasis of the Seas yet.

Some of these folks are also very big philanthropists. Look it up.
Those mega yachts contribute to many economies throughout their lives not just their builds.

We had to have an emergency hallout in Cote D'Azur and I have to say that several mega-yacht captains came by to say how jealous they were that we were already cruising and that they were hoping at some point to be able to cruise themselves. Different perspective, eh?

The helos are to get from one end of the yacht to the other.
It saves having to walk so far.
